In terms of getting car insurance, is there anyway that I could cut down my costs as a relatively new driver? I had heard that getting your license earlier but not driving would help but I’m not sure it that actually works?

Lots of car insurance providers offer discounts. At age 23 (and as a male with a sports car and the only one on my policy) I paid $18.07: http://firstquarterfinance.com/cheapest-auto-insurance/

The earlier you get your license, the better. It’s like establishing a credit score. Just don’t get in accidents/get tickets.
