How do I make a budget if I do not know where I am going to be in the next year?

I would recommend looking at the most expensive option you’re considering, and basing a budget on that. If you end up having more flexibility, great! But that’s a lot better than having overspent, or needing to chop out things later.

I would budget on a month to month basis. I redo my budget on the 1st of each month. Every month is different in terms of bills, doctors appointments, insurance payments, etc. So, just focus on one at a time until you learn more about your upcoming plans.
